The Hospital Clinic of Barcelona and the fifth Affiliated Hospital of Guangzhou Medical University, together

Huangpu district on Sep. 5th, 2017. The first Sino-Spanish joint medical project in China.
The other partners include the administration of Huangpu district and Guangzhou Development District, Faculty of
Medicine and Health Sciences of University of Barcelona, and Silver Mountain Capital.
The partners will also build one or two high-end Pantheon Clinics in Huangpu.
The new hospital and clinics will connect with foreign commercial insurances and serve both local residents and
employees, including employees of more than 3,400 foreign-funded firms in the district.
Guangzhou Medical University and Faculty of Medicine and Health Sciences of University of Barcelona will
cooperate in student training and research.

As introduced by Dr. Jose M. Campistol, president of Barcelona Hospital of Spain, this project has been approved
by the Spanish Government, and obtained attention and support from the Spanish government. In the future, the
collaboration between the international hospital and the 5th Hospital affiliated to Guangzhou Medical University
will promote knowledge sharing, exchange programs, and fellow visit from both countries, as well as improving
the medical and the technical skill.
Wang Xinhua, president of Guangzhou Medical University said Guangzhou Medical University is now making a
positive progress to become a highly academic and world class university. It will take this opportunity to
collaborate with the Medical School of Barcelona University and local government and to jointly establish a
training program to student. As a result, students from both countries can share and learn from each other not
only in school but also in the hospitals between Guangzhou and Barcelona. Such collaboration not only provides
training to talents, but also combined with teaching, promote clinical practice and R&D, makes further
contributions to training of medical talents in Guangzhou.

Press conference of the first Session of Top-ten Classic Sample Enterprises of System Innovation in China
(Shanghai) Pilot Free Trade Zone is held on September 28, in Shanghai. In the past four years, Shanghai Free
Trade Zone adhered to liberty of minds, taking measures and trying beforehand, focusing on fields like
investment, trade, finance and government functions, forming a batch of innovations of basic and core systems.
It has promoted over 100 reform innovation achievements around the nation in different fields and levels,
striving to lead in comprehensively deepening the reform under new circumstances, accelerating the benchmark and
engine of innovation in driving development.
In order to display the system dividend the Free Trade Zone brought to enterprises, encouraging
more enterprises to participate in and utilize the innovation system of Free Trade Zone, duplicating and
promoting innovation policies and experience of Free Trade Zone in larger range, Shanghai Free Trade Zone
management committee initiated the first session of evaluation activity of Top-ten Classic Sample Enterprises of
System Innovation on March, 2017, establishing platforms to show the system innovation achievements of Free
Trade Zone in the past four years, discovering and promoting enterprise operation patterns inside the zone with
typical significance, making system dividends of Free Trade Zone benefit more enterprises actively.
The evaluation activity lasts for 6 months. The organizing committee conduct large –scale promotion and
collection among over 80,000 enterprises in forms of organization recommendation and enterprises’
self-recommendation, going through procedures like media release, enterprise application, field visit, votes by
committee of experts, online votes and so on. During this process, the organizing committee had a deep
understanding of enterprises’ utilization of innovation policies in Free Trade Zone and the resultant
benefits, promoting and popularizing enterprises’ utilization of innovation policies in Free Trade
Zone, eventually selecting the first batch of Classic Sample Enterprises of System Innovation in China
(Shanghai) Pilot Free Trade Zone through combination of assessment of expert committee and several times of
discussion and research done by organizing committee.

Hang Yingwei, Deputy Secretary General of Shanghai Government, governor of Pudong New District, Executive Deputy
Director of Shanghai FTZ Management Committee, expressed in his speech that enterprise is the important subject
of constructing Pilot Free Trade Zone, whose system innovation has further activated market innovation vitality
and motivation of economic development. Until now, there are 48,000 newly registered enterprises in Shanghai
Pilot Free Trade Zone, surpassing total amount in the past 20 years before the establishment of Shanghai FTZ.
Average amount of registered enterprises is five times of that before the establishment of Shanghai FTZ, with
degree of activity of registered enterprises surpassing 80%. In the newly established enterprises, there are
8,781 foreign-invested enterprises, accounting for nearly 20%, which is only 5% in the early stage of the
establishment of Shanghai FTZ. Actual contributed foreign capitals are 16.7 billion dollars, nearly twice of the
total amount in the past 20 years before the establishment of Shanghai FTZ.
Hang Yingwei expressed that selected Top-ten Classic Sample Enterprises of System Innovation and top-six Sample
Enterprises of System Innovation are from various districts of Shanghai FTZ, including foreign enterprises,
state-owned enterprise and private enterprises, demonstrating the typicality and breakthrough of system
innovation in FTZ. The system innovation that are beneficial to enterprises include various fields like
investment management, trade facilitation, financial innovation and change of government function, which is the
best demonstration that Pilot FTZ’s system innovation achievements have served enterprises and enterprises
have actively participated in the construction of Pilot FTZ.
Hang Yingwei put forward that in the next step, the construction of Shanghai Pilot Free Trade Zone will keep
liberating the minds with the courage to break through and being a god benchmark, comprehensively implementing
various targets and tasks in the plan of deepening the reform all-roundly, finding out shortcomings through
comparison with the highest international standard from the perspective of enterprises development demand and
feeling, creating a more competitive operation environment, providing enterprises with broader stages, more
appropriate environment and better services. We believe that enterprises in Pilot FTZ will capture more business
opportunities in the hot spot of Pilot FTZ, achieving greater development and creating new glory.

German healthcare operator and medical product
provider Artemed Group said on Tuesday that it would set up a hospital in the China (Shanghai) Pilot Free
Trade Zone.
The group signed a framework agreement with Investment Company
Silver Mountain Capital, Shanghai Waigaoqiao FTZ 3U-Development Co and Shanghai Waigaoqiao FTZ Healthcare
Center on Tuesday. The hospital will be the first fully foreign funded medical institution to be set up in
the 28-square-kilometer FTZ.
According to the agreement, the
hospital will cover about 10,300 square meters in the pilot zone. The company also plans to set up seven
leading medical centers, including a medical image center, a third-party independent diagnostics center,
medical training center, research and development center, demonstration center, comprehensive outpatient
center and inpatient center in the fields of cardiovascular diseases, muscle and bone diseases, celiac
disease and lung diseases. "The hospital will set an example for promoting the implementation of
service sector's opening up in the FTZ. Meanwhile, it will help further promote China's medical service
level and boost the country's high-end medical industry's development," said Li Yunzhang, deputy
general manager of Shanghai Waigaoqiao Group.
The China (Shanghai) Pilot Free Trade Zone was launched in
September 2013. It allows foreign investors to develop a series of sectors, including healthcare and medical
sector in the zone. The level of opening-up has been further elevated on the 2014 Shanghai Free Trade Zone
"negative list", which defines areas that are off-limits for foreign investors in the zone.
In the medical sector, the updated version of the
"negative list" has lifted the restrictions on the minimum investment of 20 million yuan ($3.2
million) and the maximum operation period of 20 years.
Zhu Min, deputy director of the China (Shanghai) Pilot Free
Trade Zone Administration said: "The 2014 'negative list' further reduces the threshold for foreign
investors. Shanghai International Hospital Project in FTZ will undoubtedly set an example for more
overseas medical bodies entering into China." Zhu said they are also in talks with other foreign
medical intuitions. Chinese media reported that these foreign medical intuitions include hospitals from
Australia and Japan, for ventures in the fields of tumor and postoperative recovery treatment.
Many investors have expressed interest in opening hospitals
in the Shanghai FTZ, as they see huge growth potential in China's healthcare market, said Zhou Mingren,
vice-president of Shanghai Landseed International Hospital, the first totally Taiwan-invested hospital on
the mainland, which opened for business in 2012.
In recent years, China has been steadily loosening
restrictions for overseas investors in the medical sector. According to a document on speeding up the
development of the medical sector by social capital, released by the National Health and Family Planning
Commission at the end of 2013, the areas for investors from Hong Kong, Macao and Taiwan to establish wholly
owned hospitals have expanded to all prefecture-level cities on the mainland.
Other qualified overseas investors can develop wholly-owned
medical units in the Shanghai free trade zone and other special zones, it said.
Rainer Salfeld, executive director of Artemed said the
company welcomes the considerable efforts taken by the government to promote people's health in China.
"We will support China's healthcare reform and introduce advanced medical knowledge, equipment and
management experiences," he said. The Artemed Group operates eight hospitals and five elderly-care
centers in Germany, serving over 50,000 inpatients and 150,000 outpatients every year.
